He was born on January 24, 1948 to Walter and Betty (Senay) Perman in Sharon, PA.  As a child, Tom enjoyed spending time with his parents and siblings, and fishing with his brother, Bill, at Buhl Park.   As he grew, he enjoyed working for his family's business, Sharon Paving and Construction Co.  He graduated from Hickory High School, class of 1965.  On March 18, 1967 he married his high school sweetheart, Cynthia Lee Sisic.  He continued his education at Akron University in business administration.

Tom worked at Timkem Roller Bearing, Ohio, shortly after graduation.  He eventually returned to the valley to work in his family's business.  He became president of Sharon Paving and Construction Co in 1983 and remained instrumental in growing the business throughout the next 25 years.
Tom treasured his family.  He enjoyed hunting and fishing with his family and watching his 4 children partake in sports and the arts.  He supported education in many forms.  He took pride in sharing his family's traditions, hosting gatherings, celebrating the holidays, his faith, and cycling.  He was a member of Notre Dame church for over 40 years.  He was a Jaycees and Lion Club member for many years.  He also was leader of a prayer group with his wife at the Notre Dame Church, Hermitage, PA.

He is survived by his father-in-law, Milo Sisic and four children:  Thomas Everett Perman and his wife Anita, Pulaski, PA, Rachelle Perman Shea and her husband Bill, Sharpsville, PA, Drew Perman and his wife Staci, Hermitage PA, and Amy Perman Javens and her husband Chad, Hermitage, PA;   A brother, Bill Perman and his wife, Irene, a sister Cathy Perman Andrade and her husband Jose; 13 grandchildren- Ashley Perman, Caitlin Shea, Tina Shea, William Shea, Russell Shea, Ryan Shea, Cecilia Perman, Cynthia Lauren Perman, Milla Perman, Drew Michael Thomas Perman, Delaney Javens,  Devin Javens, and Dannah Javens; A sister-in-law, Holly Jean Sisic of Hermitage, PA;  A brother-in-law, Milo "Mitzi" Sisic  and his wife Kelly of Hermitage,
